"Why do we have to file these reports anyway? Does anyone read these?" Tsuzuki grumbled, elbow on a stack of files.
"We need to keep a record of the cases that we cover," Tatsumi said, placing a sheaf of empty forms in front of him.
"Yeah, but Enma knows all this stuff, why do we need a record of it? It just seems like a needless formality and a waste of paper."
"We need to know how our agents handle cases, how they've improved over the years and how they need to improve."
"Another way to keep me on a leash..."
